Giunto alla quinta edizione, la conferenza My Transfo si &amp;egrave; affermata come il punto di riferimento europeo per l'aggiornamento e la divulgazione scientifica nell'ambito della gestione dei trasformatori elettrici ed oli isolanti. &lt;br /&gt;
L'edizione 2010 si terr&amp;agrave; presso il &lt;strong&gt;Politecnico di Torino&lt;/strong&gt; (che patrocina l'evento) il &lt;strong&gt;23 e 24 novembre 2010&lt;/strong&gt;. &lt;br /&gt;
Quest'anno ci sono numerose novit&amp;agrave; in programma; noi organizzatori abbiamo voluto modificare il classico format delle conferenze scientifiche, per creare un meeting pi&amp;ugrave; stimolante e capace di catturare l'attenzione sia dei pi&amp;ugrave; esperti sia di coloro che si sono appena avvicinati al mondo della gestione di parchi macchine elettriche. &lt;br /&gt;
A questo proposito abbiamo introdotto le sessioni parallele, ci&amp;ograve; significa che i partecipanti avranno la possibilit&amp;agrave; di scegliere tra le presentazioni nella sala principale o quelle nella sala secondaria. &lt;br /&gt;
Fra le altre novit&amp;agrave; abbiamo pensato di introdurre una &lt;strong&gt;tavola rotonda&lt;/strong&gt;, in questo modo, sul tema zolfo corrosivo, sentiremo punti di vista diversi e contrapposti: quello di un produttore di olio, di un esperto di trasformatori, di un chimico di laboratorio e di un esercente. &lt;br /&gt;
I cambiamenti rispetto al passato non sono finiti, abbiamo pensato di offrire realmente l'opportunit&amp;agrave; ai partecipanti di beneficiare dell'esperienza degli speaker del My Transfo, ecco come &amp;egrave; nato &amp;quot;ALL vs ONE&amp;quot;: un relatore sar&amp;agrave; disponibile per una intera sessione a rispondere a tutte le domande della platea. &lt;br /&gt;

<title>The EPA (Environmental Protection Agency) is intentioned to revise the legislation on PCBs</title>

The document released by the &lt;a href=&quot;http://www.epa.gov/&quot;&gt;&lt;font color=&quot;#3366ff&quot;&gt;&lt;strong&gt;EPA&lt;/strong&gt;&lt;/font&gt;&lt;/a&gt;, dated 30th April 2010, deals with a revision of federal law &amp;ldquo;40CFR part 761&amp;rdquo; tilted: &lt;strong&gt;Polychlorinated Biphenyls (PCBs); Reassessment of Use Authorizations&lt;/strong&gt;. &lt;br /&gt;
The technical coordinator is a great experts of world wide reputation. doct. John Smith of the National Program Chemicals Division, office for the prevention of contaminations of the EPA in Washington DC. &lt;br /&gt;
The EPA document touches the various aspects of contamination, from causes to effects, with particular emphasis to the specific fields where the authorisation to use PCBs remains. &lt;br /&gt;
Among the environmental crises due to contamination by PCBs, the document mentions the Belgian and the Irish cases. The first one, designated as &amp;quot;Belgian PCB/dioxin crisis&amp;quot;, involves pork production: 50 kg of PCBs contaminate about 1 g of dioxins was accidentally added to a stock of recycled grease for the production of about 500 tons of animal feedstock in Belgium. &lt;br /&gt;
The first signs of contamination where notified in February 1999, and only in May 1999, there was an official communication of the fact, once the contamination was involving 2500 pork and chicken farms. The Belgian government estimated that the crisis cost about 493 million dollars, 106 of them in the pork sector only. Other Countries , also, where involved by this contamination, to the point that a temporary stop to export was implemented. &lt;br /&gt;
The second case quoted is the Irish one. In December 2008, pork meat and its derivatives where taken away from the market. This provision was taken by the Food Safety Authority of Ireland after discovering a concentration of PCBs PCDDs exceeding the concentration limits established by the European Community for foodstuff. Investigations showed that the contamination was coming from a single producer of feedstock. In that case, the contamination was caused by equipment containing oil with PCBs that was in contact with the feedstock, distributed in Ireland and Northern Ireland. All the products deriving from pork marketed after 1st September were taken of the market until December. &lt;br /&gt;
&lt;br /&gt;
For what the Life Cycle Management of electric equipment with fluids contaminated by PCBs is concerned, the EPA sets forth a series of cases warranting particular attention since they are potential vehicles or causes of contamination by PCBs: &lt;br /&gt;
- transformers for railway systems in locomotives and coaches; &lt;br /&gt;
- the transmission and distribution grids for gas, that have produced or are still producing contamination until the usage point, including homes; &lt;br /&gt;
- the increment of the failure rate of the equipment; &lt;br /&gt;
- incidents caused by acts of vandalism; &lt;br /&gt;
- impact by natural events or disasters in case of hurricanes, flooding, earthquake, volcanic eruption or other natural disasters; &lt;br /&gt;
- impact by self- copying paper; &lt;br /&gt;
- capacitors present in fluorescent lights (ballasts) widely used in public buildings (schools, hospitals etc.). &lt;br /&gt;
&lt;br /&gt;
Particular attention is also paid to equipment containing liquids in closed or not totally closed systems, for example electric transformers, train powering transformers, mining equipment, heat transfer systems, hydraulic systems, electric solenoids, switches, voltage regulators, capacitors, oil insulated cables, rectifiers. &lt;br /&gt;

The working group, starter in 2004, has been coordinated by prof. Bruce Pahlavanpour with the participation of the most qualified experts in the sector at international level. &lt;br /&gt;
Vander Tumiatti, in his position as Italian export and Assistant Secretary IEC TC10, actively participated with the forty years experience of Sea Marconi (since 1968). In particular, many contributions were provided in terms of solutions for the management of fleets of machines with insulating liquids, providing &amp;ldquo;case histories&amp;rdquo; together with an updated technical-scientific bibliography. &lt;br /&gt;

It is foreseeable that during the first half of 2011, there shall be the FDIS (final draft international standard) preceding the printing, that shall be subject again to voting before becoming a definitive standard (IEC 60422 ed. 4) presumably during the second half of 2011. &lt;br /&gt;
This norm represents the synthesis of the best Available Techniques (MTD - BAT) for the management of the Life Cycle (LCM) of mineral insulating oils and the equipment containing them, related to the type of equipment and the functional category (type, voltage, capacity etc.). &lt;br /&gt;
The main points being subject to the revision have been: &lt;br /&gt;
1. &lt;strong&gt;corrosive sulfur and DBDS&lt;/strong&gt; &amp;ndash; definition of the threshold of DBDS at 10mg/kg with monitoring of the additives (type and concentration) and the passivator (I.E. Irgamet 39). The standard shall not miss the techniques for the reduction and/or mitigation of the concentrations of DBDS and other sulfur corrosive compounds. &lt;br /&gt;
2. &lt;strong&gt;moisture in insulating oil and solid insulations&lt;/strong&gt; &amp;ndash; monitoring and treatment in relation with the thermal profile of the equipment. &lt;br /&gt;
3. &lt;strong&gt;polar acid compounds&lt;/strong&gt; &amp;ndash; minimising the effects through the monitoring and treatment with different techniques. &lt;br /&gt;
4. &lt;strong&gt;PCBs&lt;/strong&gt; &amp;ndash; validation of the methods of analysis and decontamination and dehalogenation techniques.&lt;/font&gt; &lt;br /&gt;

<title>L'EPA (Environmental Protection Agency) intenzionata a revisionare la legge sui PCB</title>

Il documento rilasciato dall&amp;rsquo;EPA &amp;egrave; datato aprile 2010, si tratta di una revisione della legge federale &amp;ldquo;40CFR part 761&amp;rdquo; dal titolo: &lt;strong&gt;PCB; nuova valutazione delle autorizzazioni all&amp;rsquo;uso&lt;/strong&gt; (Polychlorinated Biphenyls (PCBs); Reassessment of Use Authorizations). &lt;br /&gt;
Il coordinatore tecnico &amp;egrave; un grande esperto di fama mondiale, il dott. John Smith del National Program Chemicals Division, ufficio di prevenzione contaminazioni, dell&amp;rsquo;Agenzia di Protezione Ambientale (EPA) di Washington. &lt;br /&gt;
L&amp;rsquo;elaborato dell&amp;rsquo;EPA tocca vari aspetti della contaminazione, dalle cause agli effetti, con particolare rilevanza agli ambiti specifici in cui permane l&amp;rsquo;autorizzazione all&amp;rsquo;uso di PCB. &lt;br /&gt;
Fra le crisi ambientali dovute a contaminazione di PCB, il documento menziona quello belga e quello irlandese. Il primo, chiamato &amp;quot;Belgian PCB/dioxin crisis&amp;quot;, coinvolse gli allevamenti suini: 50 Kg di PCB contaminato da 1 g di diossine fu accidentalmente aggiunto ad uno stock di grasso riciclato per la produzione di circa 500 tonnellate di mangime per animali in Belgio. &lt;br /&gt;
I primi segni di contaminazione furono notificati nel febbraio 1999, ma solo nel maggio 1999 ci fu la comunicazione ufficiale dell&amp;rsquo;accaduto, quando la contaminazione coinvolgeva pi&amp;ugrave; di 2500 allevamenti di maiali e polli. Il governo belga ha stimato che quella crisi ebbe un costo approssimativo di 493 milioni di dollari, dei quali 106 solo nel settore dei suini. Anche altri paesi furono coinvolti da tale contaminazione tanto da portare al temporaneo blocco delle esportazioni. &lt;br /&gt;
Il secondo caso citato &amp;egrave; quello irlandese. Nel dicembre 2008, la carne di maiale ed i suoi derivati furono rimossi dal mercato. Questo provvedimento fu adottato dal Food Safety Authority of Ireland dopo aver ricontato una concentrazione di PCBs e PCDD superiore alle concentrazioni limite fissate dall'Uni&amp;shy;one Europea per gli alimenti. Le indagini evidenziarono che la contaminazione proveniva da un solo produttore di mangime. In quel caso la contaminazione proveniva da apparecchiature contenenti olio con PCB entrato in contatto con il mangime a sua volta distribuito nella Repubblica Irlandese e nel Nord dell&amp;rsquo;Irlanda. Tutti i prodotti derivati da suino commercializzati dopo il primo settembre furono rimossi dal mercato fino al mese di dicembre. &lt;br /&gt;
&lt;br /&gt;
Per ci&amp;ograve; che concerne la gestione del ciclo di vita (LCM &amp;ndash; Life Cycle Management) delle apparecchiature elettriche con fluidi contaminati da PCB, l&amp;rsquo;EPA enuncia una serie di casistiche che meritano particolare attenzione perch&amp;eacute; potenziali veicoli o cause di contaminazione da PCB: &lt;br /&gt;
- i trasformatori del sistema di trasposto ferroviario nelle motrici e nei vagoni. &lt;br /&gt;
- le reti di trasmissione e distribuzione di gas, che hanno prodotto e producono ancora una contaminazione fino al punto di utilizzo incluse le case. &lt;br /&gt;
- l&amp;rsquo;incremento del tasso di guasto delle apparecchiature &lt;br /&gt;
- Incidenti indotti da atti di vandalismo &lt;br /&gt;
- impatto di eventi naturali e disastri in caso di uragani, alluvioni, terremoti, eruzioni vulcaniche e altri disastri naturali. &lt;br /&gt;
- impatto di carte autocopianti &lt;br /&gt;
- condensatori presenti nelle lampade fluorescenti (ballast), molto usati negli edifici pubblici (scuole, ospedali, ecc). &lt;br /&gt;
&lt;br /&gt;
Un&amp;rsquo;attenzione particolare meritano altres&amp;igrave; le apparecchiature che contengono liquidi in sistemi chiusi e non totalmente chiusi, ad esempio trasformatori elettrici, trasformatori di trazione treni, apparecchiature in ambito minerario, sistemi per il trasferimento di calore, sistemi idraulici, elettromagneti, interruttori, regolatori di tensione, condensatori elettrici, cavi con olio, raddrizzatori. &lt;br /&gt;

Al meeting hanno partecipato altri 15 esperti internazionali che hanno contribuito attivamente alla discussione (vd sotto la lista dei partecipanti). &lt;br /&gt;
Pi&amp;ugrave; in dettaglio, al meeting si sono formalizzate revisioni alla norma tecnica IEC 60422 Ed. 3 in accordo con le decisioni del Plenary Meeting IEC TC 10 tenuto nell&amp;rsquo;ottobre 2005 a Cape Town (Sudafrica). &lt;/font&gt;&lt;/p&gt;

Il lavoro di revisione della norma, attualmente ha completato la fase CD (committee draft), passer&amp;agrave; entro l&amp;rsquo;anno nella fase CDV (committee draft for voting) in cui le revisioni saranno votate dai comitati nazionali, nel primo semestre 2011 &amp;egrave; prevedibile che vi sar&amp;agrave; la fase FDIS (final draft international standard) che precede la stampa, che sar&amp;agrave; di nuovo sottoposta a votazione prima di diventare &lt;strong&gt;norma definitiva (IEC 60422 ed. 4&lt;/strong&gt;) presumibilmente nel secondo semestre &lt;strong&gt;2011&lt;/strong&gt;. &lt;br /&gt;
Tale norma rappresenta la sintesi delle Migliori Tecniche Disponibili (MTD - BAT) per la gestione del ciclo di vita LCM (Life Cycle Management) degli oli isolanti minerali e delle apparecchiature che li contengono, in relazione al tipo di macchina ed alla categoria funzionale (tipo, tensione, potenza, ecc.). &lt;br /&gt;
I punti principali oggetto di revisione e approfondimento sono stati: &lt;br /&gt;
1. &lt;strong&gt;zolfo corrosivo e DBDS&lt;/strong&gt; - definizione della soglia limite del DBDS a 10 mg/Kg con monitoraggio degli additivi (tipo e concentrazione) e del passivatore (es. Irgamet 39). Nella norma non mancheranno anche le tecniche per ridurre e/o mitigare le concentrazioni di DBDS e degli altri composti corrosivi solforati. &lt;br /&gt;
2. &lt;strong&gt;acqua nell&amp;rsquo;olio&lt;/strong&gt; isolante e negli isolanti solidi - monitoraggio e trattamento in relazione al profilo termico della macchina &lt;br /&gt;
3. &lt;strong&gt;composti acidi, polari&lt;/strong&gt; - minimizzazione degli effetti attraverso il monitoraggio e trattamento con tecniche diverse &lt;br /&gt;
4. &lt;strong&gt;PCB&lt;/strong&gt; - validazione dei metodi di analisi e delle tecniche di decontaminazione e dealogenazione. &lt;br /&gt;

The work is the outcome of the brilliant result achieved, ninth over one hundred and fifty, following the participation to a tender promoted by the Ministry of Economic Development favoring the integration among Universities and enterprises at international level. The studies, initiated at the end of last year, shall continue through May 2011. The project is set to investigate the &lt;strong&gt;phenomenon of the formation and presence of metal contaminants&lt;/strong&gt; in insulating liquids used in high power and high voltage electrical equipment (transformers, reactors, rectifiers) present in generation systems (15 &amp;ndash; 400 kV), transmission (220 &amp;ndash; 1200kV) and distribution networks (&amp;lt; 130kV) of electric power. Such phenomenon, currently insufficiently known, can cause the uncontrolled degradation of the liquid and solid insulations, produced in the last 5 years, several failures, even catastrophically, for example in Brazil, USA, Italy. Portugal, Scandinavia, South Africa. The global financial impact of these failures and the relevant blackouts in the supply of electric power is in the range of billions of Euros. &lt;br /&gt;
After 5 years form the discovery by Sea Marconi and Terna of DBDS (DiBenzylDiSulphide), sulfur compound mainly responsible for the failures by corrosive sulfur, Sea Marconi, intends to widen in a pioneering manner the filed of study, &lt;strong&gt;paying attention also to cases of corrosion determined by sulfur and non sulfur compounds&lt;/strong&gt; &lt;br /&gt;
The research and normative bodies in the sector (IEC, Cigre, ASTM, Doble, etc.) are currently still in an investigation phase on this problem. The project, seeing Sea Marconi on the front line, intends to unify a basic research on these failure cases to a research applied toward the definition of diagnostic techniques providing the identification of failures prior to their occurrence, defining appropriate countermeasures. The cooperation between Italy (University of Turin and Sea Marconi Technologies) and the research centers in USA and Serbia is directed toward unifying the know-how and the efforts of working groups that operated in this field during the last 3 years, providing innovative know-how and determining scientific elements. The impact of the study involves the electric power sector on a worldwide basis.
